On the horse in chinese is ma sheng (ÂíÉÏ£©which can also mean immediately. Hence, a bee with monkey on a horse means immediately being confer a dukeship (ÂíÉÏ·âºî).
The design with combination of motif of monkey, bee and horse is hence related to congratulatory message of getting a promotion to a high appointment.
